This Proposal Opportunity

Palladium is seeking an Enterprise Growth Director for the anticipated USAID Kyrgyzstan Green Economy opportunity, which is expected to begin in 2025. The Activity will address the climate-related issues in the economy of Kyrgyzstan, more broadly known as the green economy. The Activity will include work on a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.

The Enterprise Growth Director will lead the strategy and implementation of project interventions to support growth-oriented micro, small and medium enterprises (MSMEs) in target sectors to transition to both voluntary and regulated green and climate friendly practices while ensuring continued growth and access to finance. The EG Director will report to the Chief of Party.

Primary Duties And Responsibilities

  • Lead strategy development and implementation of enterprise development interventions and associated targets, and lead performance management for these interventions.
  • Develop an annual Work Plan, including measurable objectives and financial targets.
  • Develop and maintain key relationships and strategic partnerships with a wide range of private and public sector stakeholders (i.e., industry, government, universities, etc.) to find innovative solutions that support green growth for MSME's.
  • Work with the MEL team to monitor and evaluate the performance of all enterprise development interventions with key partners and stakeholders.
  • Represent KGE and prepare and present reports to internal and external audiences on matters concerning KGE's enterprise development interventions.
  • Lead market assessments regarding specific enterprise development topics, including local development advisory services.
  • Design programs to enhance the capacity and capability of MSMEs to increase their performance and meet program objectives.
  • Lead the work plans development, implementation, and ongoing monitoring within the enterprise development.

Key Competencies Required

  • Minimum of 8 years of progressively responsible experience in a senior level role for relevant companies, organizations, or leading complex regional or multilateral development projects, preferably in Kyrgyzstan or Central Asia.
  • Technical competency and significant experience in supporting MSME or start-up enterprise development.
  • Bachelor's Degree required demonstrated experience in economics, finance, international development, business, technology, or other related field ; (Master's Degree preferred but not required).
  • Experience in working in SME/Enterprise development across the market system, value chain and private sector enterprise development in developing countries, preferably with experience in one or more of the target economic sectors: light industry, IT, food processing, and start-up/entrepreneurship support.
  • Possess knowledge of and strategic perspectives on the strategies to advance green growth goals for MSMEs in the target sectors.
  • Demonstrated experience coordinating and collaborating with stakeholders including government agencies, host country governments and private sector counterparts and international donor agencies.
  • Demonstrated problem-solving, analytic, financial, and evaluative skills.
  • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a limited timeframe.
  • Fluency in English and Russian is required.
