This Proposal Opportunity
Palladium is seeking a Director of Finance and Administration (DFA) for the anticipated USAID Kyrgyzstan Green Economy opportunity, which is anticipated to begin in 2025. The Activity will address the climate-related issues in the economy of Kyrgyzstan, more broadly known as the green economy. The Activity will include work on a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.
The Director of Finance and Administration (DFA) will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the COP, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and local requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to local human resources policies.

Primary Duties And Responsibilities
- Manage all project finances to ensure effective use of resources to achieve project objectives in compliance with all donor requirements.
- Develop and maintain systems and processes to ensure completeness, retention, and security of financial, procurement, and HR records.
- Develop internal control measures, conduct internal financial audits, and coordinate external financial audits.
- Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel.
- Oversee and ensure sound management of HR, financial management, and procurement and grants functions for the project.
- In close collaboration with the Activity Fund Manager, implement Palladium's grant and subcontractor tracking system to ensure the timely and compliant execution of all grant and subcontractor agreements.
- Oversee HR systems, processes, and documentation according to USAID, Kyrgyz, and Palladium requirements.
- Oversee implementation of all operational systems as per USAID, Kyrgyz, and Palladium requirements.
- Guide and assist accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities, and monitor annual budget and financial projections and develop realistic financial forecasts for proper project planning.
- Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and USAID reporting requirements are followed.
- Ensure accurate tracking and recording of project expenditures and development of all required financial, operational, and risk mitigation reports required by the client or Palladium.
- Travel to conduct due diligence, risk management, and training as required.
- Ensure close integration between the operations and technical teams.
Key Competencies Required
- Experience in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience.
- At least 7 years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID funded programs.
- Knowledge of USAID policies, procedures, and reporting requirements
- Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
- Experience in managing grants under contract for USAID-funded programs of a similar size.
- Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
- Prior experience in a management role on a USAID-funded program of a similar size is preferred.
- Demonstrated experience coordinating and collaborating with various stakeholders, sub-contractors, and grant awardees.
- Experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
- Knowledge of and experience with managing Kyrgyz labor and tax laws and reporting procedures.
- Advanced knowledge of computers and MS Excel.
- Written and spoken fluency in English and Russian is required.
- Knowledge of local labor and tax laws and reporting procedures.
