The Digital Delivery Manager is responsible for leading end-to-end delivery governance, execution oversight, and stakeholder coordination for MSIG Asia's regional digital insurance platform. The role ensures delivery milestones, cross-functional dependencies, risks, decisions, and resources are effectively managed across product, platform, infrastructure, regulatory, and business workstreams. This role is critical in strengthening delivery governance, execution discipline, and accountability, while providing Singapore-based leadership and oversight of offshore delivery teams to drive successful and timely programme outcomes.
Key Responsibilities
1. Delivery Leadership & Governance
Lead end-to-end delivery planning, execution, monitoring, and reporting for the regional digital insurance platform, ensuring milestones, deliverables, risks, and key decisions are proactively managed across all workstreams and aligned with agreed scope, timelines, budget, and quality expectations
Own and manage delivery plans, milestones, dependencies, risks, issues, decisions, and action tracking across business, product, technology, infrastructure, compliance, and vendor teams
Establish and maintain effective delivery governance frameworks, reporting cadences, escalation pathways, and decision logs to drive transparency, accountability, and informed decision-making
Coordinate release readiness, implementation planning, and go-live preparation across multiple business units and markets to ensure seamless onboarding, operational readiness, and successful business adoption
2. Stakeholder Management & Cross-Functional Coordination
Act as the central delivery coordination point, driving alignment across IT/Infrastructure, Security, DevOps, Legal, Compliance, Audit, vendors, and business units to resolve dependencies and maintain delivery momentum
Drive structured follow-up and timely resolution of cross-functional dependencies, including environment setup, contractual items, regulatory readiness, testing, defect resolution, and operational transition activities
Prepare concise and insightful delivery reports, risk summaries, and decision points for senior stakeholders and Steering Committee discussions
3. Offshore Delivery Oversight
Provide Singapore-based oversight of offshore delivery teams to strengthen execution discipline, governance compliance, delivery quality, and accountability
Ensure clear ownership and accountability across onshore and offshore teams, with timely escalation and resolution of delivery challenges
Provide clarity and direction to the engineering teams (business analysts, scrum masters, designers, engineers) to facilitate sprint planning and prioritization
4. Risk, Compliance & Operational Readiness
Proactively identify and manage delivery risks, issues, dependencies, and blockers that may impact timelines, quality, regulatory compliance, or business outcomes
Ensure delivery activities are supported by appropriate governance artefacts, documentation, approvals, evidence, and audit trails, providing clear visibility of risks, issues, dependencies, decisions, and actions
Work closely with relevant teams to support platform readiness, operational controls, security requirements, compliance reviews, and business go-live preparation
5. Resource Management & Financial Oversight
Track delivery progress against approved scope, budget, resource plans, implementation priorities, and programme objectives
Support financial governance through cost control, scope management, vendor coordination, and resource planning
Identify and escalate budgetary, resource, or delivery constraints early, recommending practical mitigation and recovery strategies
Prepare governance reports on project and portfolio health to present to regional and global leadership
Requirements
Bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related discipline
Project management or Agile professional certifications such as PMP, PRINCE2, PMI-ACP, CSM, SAFe, or equivalent are advantageous
Minimum 10 years of experience in software delivery, digital platform implementation, programme delivery, or technology transformation
Proven experience leading end-to-end delivery of software, digital platform, or complex programmes involving multiple cross-functional stakeholders and workstreams
Experience in digital insurance, platform delivery, system integration, or regional transformation programmes is highly desirable
Experience operating within regulated environments, preferably within insurance or financial services
Experience in managing onshore and offshore delivery teams and third-party vendors
Strong delivery governance capability, including milestone management, dependency coordination, risk management, structured escalation and issue resolution, and executive reporting
Experience with Agile delivery methodologies, digital platforms, cloud-based environments, release management, and operational readiness practices
Strong business and technical acumen with the ability to translate strategic objectives into executable delivery plans
Excellent stakeholder management, influencing, communication, and negotiation skills across business and technology functions
Strong analytical, problem-solving, and decision-making capabilities with a results-oriented and delivery-focused mindset
Ability to operate effectively within a regional matrix organisation, balancing competing priorities in a fast-paced environment
