Job Summary
The Head – Billing, Estimation & Contracts will be responsible for leading and managing all activities related to project estimation, client and contractor billing, contract administration, cost control, budget monitoring, and commercial management across all ongoing and upcoming projects. The role requires ensuring financial accuracy, contractual compliance, risk mitigation, and timely execution of commercial processes.
Key Roles & Responsibilities
Lead the preparation and certification of Client RA Bills.
Verify Contractor RA Bills and recommend payments.
Ensure timely submission of bills to clients.
Monitor billing schedules and payment follow-up.
Reconcile quantities with site execution teams.
Review variation orders and extra item billing.
Coordinate with Finance for payment processing.
Prepare detailed quantity estimates based on drawings and specifications.
Prepare BOQs (Bill of Quantities).
Conduct quantity take-offs.
Prepare project cost estimates.
Analyze project budgets.
Review tender documents.
Evaluate subcontractor quotations.
Prepare comparative statements.
Identify value engineering opportunities.
Control project costs throughout execution.
Draft, review, and administer subcontract agreements.
Review client contracts and commercial clauses.
Identify contractual risks and suggest mitigation strategies.
Manage change orders and variation claims.
Maintain contract documentation.
Ensure contractual compliance across all projects.
Handle contract renewals and amendments.
Resolve contractual disputes with stakeholders.
Monitor project profitability.
Review project cash flow.
Prepare commercial MIS reports.
Monitor project budgets versus actual costs.
Recommend cost optimization measures.
Support procurement during commercial negotiations.
