This Proposal Opportunity

Palladium is seeking an Activity Fund Manager (AFM) for the anticipated USAID Kyrgyzstan Green Economy opportunity, which is anticipated to begin in 2025. The Activity will address the climate-related issues in the economy of Kyrgyzstan, more broadly known as the green economy. The Activity will include work on a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.

As a member of the senior leadership team, the AFM will report to the Chief of Party (COP) and be responsible for leading the design, implementation, and management of customized support packages (grants, technical assistance, subcontracts) for KGE partners.

Primary Duties And Responsibilities

  • Lead and oversee all aspects of the program's flexible Activity Fund to facilitate partnerships with program partners and stakeholders, including design, planning, outreach, implementation, and maintenance of partnerships with internal and external partners.
  • Develop program-specific Grants Under Contract (GUC) and Procurement manuals and establish system to manage grants administration, compliance, and implementation procedures, and ensure compliance with USAID regulations.
  • Ensure design of grants, subcontracts, and other partnership arrangements are aligned with the project's technical strategy and results-based methodology and in compliance with USAID rules and regulations.
  • Facilitate and coordinate technical design of innovative grant, subcontract, and partnership approaches and solicitations to meet the technical strategies.
  • Manage grant commitments, considering probability-weighted pipelines and other tools to manage grant agreements against obligated amounts.
  • Facilitate pre-award risk assessments of grantees and partners and the maintenance of meetings and workshops with partners.
  • In accordance with Palladium's USAID-approved Grants Under Contract (GUC) manual, develop and execute all aspects of the GUC process.
  • Support designing, preparing, and negotiating partner strategies with internal staff and potential partners.
  • Assist in negotiating, in collaboration with Palladium HQ, grant terms and agreements, with potential grantees.
  • Facilitate and manage close out and final reporting for all grants, sub-contracts, and other partnership agreements.

Key Competencies Required

  • Demonstrated experience in business administration, social science, finance, international business management, finance, accounting, or a related field.
  • At least 5 years of relevant grant and procurement administration experience on donor-funded programs, especially on USAID-funded programs.
  • Knowledge of USAID grant and procurement policies, regulations, procedures, and reporting requirements.
  • Experience in managing a range of grants (pay for results, innovation grants, performance based, etc.) that are aligned with an activity's strategic objectives, preferably for USAID-funded programs of a similar size.
  • Experience in managing partnerships, interacting with stakeholders, collaborating on meetings and workshops, and overseeing partnership activities.
  • Prior experience in a management role on a USAID funded program highly desired
  • Advanced knowledge of computers and MS Excel
  • Strong proven communication, supervision, and management skills are required.
  • Demonstrated ability to work effectively with diverse actors (e.g., project's technical team, project leadership, direct reports, grantees, stakeholders, home office, and USAID).
  • Strong attention to detail and conscientious in adhering to deadlines and deliverables.
  • Written and spoken fluency in English and Russian is required.
